VAT Services in Qatar
Qatar is one of two GCC countries, along with Kuwait, that has not introduced value added tax. There is no VAT law in force, no VAT registration, and no VAT charged on goods or services in Qatar today. If a supplier or an online tool tells you to charge VAT on a Qatar sale, that is wrong under the current law.
Why this keeps coming up
Qatar agreed to the GCC VAT framework along with the other five member states, and Saudi Arabia, the UAE, Bahrain and Oman have all since implemented it at 5% or, in Saudi Arabia's case, higher. Qatar has repeatedly delayed its own rollout. In 2026 the government approved a draft electronic invoicing law, which is usually the infrastructure a VAT system needs, so many advisers expect VAT to follow, but no official date has been announced. We track the General Tax Authority's announcements and update clients when the position changes.
What we do while Qatar has no VAT
- VAT readiness review: a check of your invoicing, accounting system and contracts against what a 5% VAT would require, so registration is not a scramble when the law arrives.
- E-invoicing preparation: Qatar's e-invoicing rules are moving ahead of VAT itself. We help you understand what will be expected of your invoicing system.
- Monitoring: clients on a retainer are told directly when the General Tax Authority sets a date, with time to prepare before registration opens.
If your business also operates in the UAE, Saudi Arabia or Oman
Many of our clients trade across the Gulf, not only in Qatar. Where VAT already applies in another GCC country, we can register you, prepare and file your returns, and advise on cross-border transactions between Qatar and a VAT country. This work is done under the rules of the country where VAT is due, not Qatar's.
What we do not do
We do not charge or collect VAT on your behalf for Qatar sales, because there is currently no legal basis to do so. If you have been advised otherwise, ask us and we will check it against the current law before you act on it.

No official date has been set. Qatar has approved e-invoicing rules, which many advisers see as preparation for VAT, but the government has not confirmed a start date or rate.
There is nothing to register for yet, since no VAT law is in force. We recommend a readiness review instead, so you are prepared once registration opens.
VAT is generally charged, if at all, in the country of supply under its own rules, not by Qatar. We can review specific transactions with you.
Yes, we register businesses for VAT and prepare and file returns in GCC countries that have implemented it, alongside our Qatar work.
